How do you make a plain (base) dog treat/biscuit?

I need a recipe that calls for normal ingredients, nothing fancy, then i want to maybe add veggies or meat to it.
I need a recipe that won't need to be refrigerated, i just want to be able to keep the treats in a jar.

I am a baker and I want to sell cookies for $600 a dozen and come with a free puppy of their choice. I got a plenty puppies of Finnish Lapphund, Irish Setter, Koolie, Croatian Sheepdog, and American Cocker Spaniel. I not a dog breeder I am a baker my passion is in baking cookies and tasty treat. I have the right to set any price that i think its fair. The dog is way to get more customers. I see other company have free offer as long you buy something right?
