Which is best for a Hamster, a Tank Topper or Screen Cover?

I'm planning on getting two dwarf hamsters, and I was wondering if getting a tank topper or a screen cover was best for an aquarium. A tank topper gives extra levels for you hamster to explore, but would I have to put bedding in it and is it worth the money? I found a screen cover at walmart online for $6.44 and the shipping was another 6 dollars. The screen cover was made especially for gerbils and hamsters and is a wired cover for the top of the aquarium. The good thing about this cover is that it has 2 wholes at the top so you can add tubes and all.
Thanks for your tips. Do you know if I should add bedding into the tank topper or just let it stay bare.
Which topper would you recommend?
If you don't recommend the aquarium, what kind of cage will be best for hamsters? By the way I have two cats so I don't know if a wired cage would suit it.
I suggest to buy the ebay one. If you have more than one hammie (recommended) then you should attach another wheel to the topper and maybe a home made hammock? Making hammock is easy.

Cincinnati, OH - Looking forward to spring? Well, back by popular demand is the Cincinnati Zoo & Botanical Garden’s 2010 Landscaping for the Homeowner Series, beginning January 20. Presented by the Zoo’s Director of Horticulture Steve Foltz, this 10-class series is one of the most informative and complete landscape series for homeowners in the Tri-state area. Offering insight on design, preparation and plant selection, the classes can be taken separately or as a complete series building upon one another.
If you are considering new additions to your garden, these classes provide good insight on soil preparation, maintenance and plant selection that you will need to be ready to create a thriving and beautiful garden in the spring.
All classes meet every Wednesday evening from 7-9 p.m. starting January 20 for 10 weeks. Cost for the complete series is $70 for Zoo members; $90 for non-members.
